The document, allegedly dated to November 13, was shared among NHS regional leaders and contains directions for “concurrent” vaccination.
While each group would receive a dose at a different time, officials would not need to complete one cohort before moving on to another.
In total, the plan would provide 88.5 million doses delivered across England, working out to two doses per person over the age of 18 by the end of April.
Each recipient would have their two doses administered 28 days apart if taking the Oxford or Moderna vaccines.
